Xbox Live is currently experiencing various issues. According to the Xbox Live Status page, The service is having problems in three different aspects; Purchase and Content Usage, TV, Music and Video as well as Xbox Live Core Services.
The Purchase and Content Usage issues include:
- Buying downloadable items
- Downloading items that you have already purchased
- Paying for downloadable items with stored currency, adding additional stored currency, or viewing your balance

The TV, Music and Video issue involves browsing the Xbox Video Store and Xbox Music Store

Lastly, Xbox Live Core Services are down which mean that creating and managing accounts may not be available at the moment.
